Follett was born in Cardiff, Wales, on June 5, 1949. He was the first child of tax inspector Martin Follett and his wife, Lavinia Veenie Follett, who later had two more children, James and Hannah. When he was 10 years old, his family relocated to London, and he began to dedicate himself to his education at Poole Technical College and Harrow Weald Grammar School. After being accepted to University College London in 1967, he studied philosophy and was engaged in politics on the center-left.

In 1968, he wed Mary, and their son Emanuele was born the following year.
