Chang, the son of Korean parents Woo Chung Hi "Sherri," was born in Kaesong, and Chang-Jin Pil, born in Pyongyang, eventually became Joseph P. Chang, born in Arlington, Virginia. He was raised in Arlington alongside one sister and two elder brothers. In the 1960s, Chang's parents left Korea as adults. He played competitive golf as a youth, competing in several junior events.

After attending Georgetown Prep, he majored in religious studies at Trinity College. After receiving his degree, he worked as a bus driver, a finance manager in New York City, and an English teacher in Japan.

A 2022 edition of the television program Finding Your Roots disclosed that Jang Bogo, a well-known mariner and military leader of the medieval Korean kingdom of Silla, was one of Chang's paternal ancestors.
