Barra was born in Royal Oak, Michigan, to parents of Finnish history. Her grandpa, Viktor Mäkelä, relocated to the United States and married Maria Luoma, a Finnish immigrant. Three kids - a boy named Reino, better known as Ray was born into this Mountain Iron-based family. Ray, Barra's father, married Eva Pyykkönen, a second-generation Finnish American. Mary was born in the year 1961.

Barra earned a Bachelor of Science in Electrical Engineering from the General Motors Institute, now known as Kettering University, in 1985. While attending Kettering University, Barra was inducted into two honor societies: IEEE-Eta Kappa Nu and Tau Beta Pi, the engineering honor society. After that, she attended Stanford Graduate School of Business with a GM fellowship, where she graduated in 1990 with a Master of Business Administration.
