He was born Chan Kong-sang on April 7, 1954, in British Hong Kong. Chan was the son of Charles and Lee-Lee Chan, political refugees from the Chinese Civil War. Chan's father, Fang Daolong, was briefly employed as a secret agent by Lieutenant General Dai Li, the head spy in Kuomintang-ruled China, in about 1937.

He was raised on the grounds of the French consul's residence in British Hong Kong's Victoria Peak, where his father was employed as a cook. He went to Nah-Hwa Primary School on Hong Kong Island. His parents pulled him out of school after he failed his first year there.
