Costner was raised in Compton, California, after being born in Lynwood, California, on January 18, 1955. Of the three boys, he is the youngest; the second passed away at birth. William and Sharon Rae Costner worked as utility executives and welfare workers, respectively. Although he did not have a strong academic background, he did like playing sports, particularly football, learning the piano, writing poetry, and participating in the First Baptist Choir.

During his final year of college, Costner developed an interest in dancing and performing. Actor Richard Burton and Costner met by coincidence in 1978 when they were travelling back to the United States from their honeymoon in Puerto Vallarta.
