Scott was born in South Shields on November 30, 1937, to Elizabeth, nee Williams, a miner's daughter, and Francis "Frank" Percy Scott, a partner in a Newcastle-based commercial shipping company who fought as a colonel in the Royal Engineers during World War II.

Frank, his older brother, joined the Merchant Navy when he was still a young man, thus the two did not communicate much.
